A friend of mine's brother did that in grade school. They hooked up a water dish to a 12V battery and set it outside. They even painted "Kitty B Gone" on the side. Not sure how the results went although they always boasted it worked. Oh yeah - don't ask me how they hooked it up either - I have no clue (I was in 4th grade and wasn't concerned with such things - we were playing frog baseball at the time).
